Using HDI PCB technology allows the placement of smaller components with higher pitch packages on the same layer of the raw board. This enables designers to reduce the number of layers and overall size of the circuit board while providing the same or better electrical performance. The benefits of HDI PCBs include reduced component size and weight, less conductive material needed to support the conductors, lower power loss during signal transmission, and increased reliability.

The best way to do this is to use a 3D simulation, which will provide detailed information on each aspect of the stackup, including the number of metallization layers and the heights and sizes of the holes. This will help you determine the right size and number of layers for your design, and ensure that all of the necessary signals can be routed without any issues.
